t was proclaimed in 2014 by President Barack Obama It celebrates the legacy and birth of civil rights and labor movement activist Cesar Chavez, It is designated on March 31st every year, except when March 31st falls on a Sunday. It is unique in that, while it is a Federal Holiday, observance is optional. For example the Holiday is recognize in California, but is optional in some states such as Colorado and Texas. Even in California Public Schools may or may not recognize the holiday. Cesar Chavez was born on March 31st, 1927. He passed away on April 23rd, 1993. He was a Farm worker, labor leader and civil rights activist. He and Dolores Huerta co-founded the National Farm Workers Union, which later became the United Farm Workers. The Holiday is to promote community service in honor of Cesar Chavez.
